- The political structure of the HKSAR is prescribed in chapter IV of the Basic Law. Article 26 of the Basic Law stipulates that permanent residents of the HKSAR shall have the right to vote and the right to stand for election in accordance with the law. In addition, article 21 of BOR, which corresponds to article 25 of the Covenant, guarantees the right and opportunity of every permanent resident to participate in public life.[7] |
