There are 12 city bus routes operated by Bangkok Mass Transit Authority (BMTA), all air-con buses with the flat fare of 35 baht, services 24 hours. You need to take shuttle bus (free ride, every 10 min. or so) from Level 1 to the Public Transportation Center (PTC) bus terminal building which is about 10 minutes from airport terminal.
The 12 routes available are as follows:
549 - Minburi-Bangkapi via Seri Thai Rd.
550 - Happy Land
551 - Victory Monument (by expressway)
552 - Khlong Toei (Customs Dept.) via Onnut BTS station
552A - Samut Prakarn (Praeksa Garage)
553 - Samut Prakarn (Crocodile Farm Garage)
554 - Rangsit via Don Mueang and Ram Indra Rd. (by expressway)
555 - Rangsit via Don Muaeng and Central Plaza LadPhrao (by expressway)
557 - Wong Wian Yai (The Great Circle) [Out of Service]
558 - Central Plaza Rama II
559 - Future Park Rangsit via Dream World (by expressway)

It is still under construction but is planned for completion in November 2008. (up until while I posted October 2009, it is still not open for an operation but might problably finish this year). MRTA redline will link the airport to City Air Terminal on Bangkok Downtown, and the red line will end at Taling Chan area in western Bangkok.
By Car Rental Service
Car Rental Services are operated by 2 types of providers – international companies and local operator. To rent a car, contact the car rental service counter at the arrival hall and take the free-ride airport shuttle bus to the Public Transportation Center (PTC) bus terminal building, pick up the car at Car Rental Centre (and drop of at the same spot).
Tips for first time visitors
:: You need small changes for transportation fares (like 35 baht for your City Bus ride or some expressway tolls for your cab driver). The exchange booths are familiar with the request, will do so willingly and give you a good supply of small bills
:: If you prefer to take a bus back to the Airport, look out for the 55# buses wherever you are staying in BKK. The 551-559 series serves the airport. For example, 552 will get you to the airport from Sukhumvit road (you can hop onboard right outside Ekamai in the direction heading towards On Nut) for about 35 Baht, take about 1 hour.
:: Cheapest and maybe the quickest way back to the airport is to take the BTS sky train to the end of the line at On Nut (40 Baht), then just inside the Market entrance on the other side of the main road from Tesco is an air-con minivan with BTS 522 Suvarnabhumi written in yellow on the side window, as soon as they are full they leave (25 Baht). They seemed meant for taking the locals to the airport with a few stops on the way, but are very fast. (40mins)
:: The Pattaya bus leaves every two hours starting from 9am. You can’t miss it, there are signs indicating each destination on top of the bus bays. Pattaya is bay 1. 106 Baht and gets you there in about 2 hours, tickets on the bus.
:: There is also a bus back from Pattaya at 150 Baht, starting from 9, 11, 1, and 5. They have the yellow buses from Jomtien Beach at 106 Baht at similar timings.
:: There is a food court on level 1 which is really low cost and good taste. Also a lot of places to eat within the terminal itself with quite a few reasonably price sit down restaurants both Asian and Western. Inside the departure area, they have a cold stone type with a very good selection of food like Japanese, Thai, Asian, Snacks, Grill, and even a Burger King. All the shops are open too with the same range of the usual cosmetics, liquor, cologne, and other souvenirs.

กู๊ดดี้ไปรับคุณปู่คุณย่าที่สุวรรณภูมิอยู่บ่อยๆ ชอบสุดก็ได้เห็นตอนเครื่องบินขึ้นลงนี่แหละคับ
แต่เบื่อ..ก็ตรงที่จอดรถค่อนข้างหายาก และเดินไกลไปนิด..
