Abstract Under the 2nd Co-operative Development Plan (2007-2011), the formulation of policies and developmental framework for the current co-operative movement in Thailand employs two comprehensive strategies; the transformational strategy and the developmental strategy to establish a networks for the co-operative system that will promote peace and happiness in Thai society. The principle conceptual framework of the Co-operative Development Plan aims at the operational developments of co-operative organizations, namely, its business-oriented efficiency and its value-creation function. This approach can successfully help the co-operative organization to efficiently pass the tangible and intangible benefits back to its members and preserve its well-known socioeconomic and cultural identity.
